added logic to prevent unsubmitted flights from being dowloaded in download all function
removed console.log from admin.js

If we just use debug vs console (unless it's client side) for our 'debug' it helps with output ONLY in the dev environments vs the prod .. I made a comment on that but then realized your second commit removed it so.
