User should get a secondary modal warning prior to flight submission if any of the scoresheets in their flight:

Have a section score of 0
Have no fields populated (i.e. all fields are empty strings)
Do not have a complete category
Do not have a consensus score

Also a warning if

The flight does not have placement or advancement beers marked
The flight has placement and advancing beers denoted
