Add BJCP "Comments" and "Style Comparison" to app "Overall impressions" tab as a tooltip similar to other tabs

Objectives:

Add "Style Guidelines" clickable badge with tooltip to "Overall Impressions" tab
Autopopulate "Comments" and "Style Comparison" data from bjcp2015.json into the tooltip
