history fields are not correctly filled with missing value when history_precision=8

When history_precision = 8, values in the history file arrays are not given the value of 1.0e30 (the spval_dbl). Instead, for example, ncdump gives:

aice_h = 1.00000001504747e+30, 1.00000001504747e+30, 1.00000001504747e+30
