Dnaplotlib updates (sbolv3, matplotlib 3.8, sbolv3)

Dnaplotlib had a few major updates since it was incorporated into pigeon:

• updated to matplotlib 3.8
• Updated to python 3.6+
• Added a few more dna parts (sbol_5_chromosomal_locus )
• Updated to use SBOLv3

@PiotrZakrzewski would it make sense to figure out a way to manage DNAPlotlib rather than just dropping it in the project?
