When we are doing a literature survey, we sometimes find other relevant papers in one paper's literature survey. So once I identify a relevant paper, other papers that cite that paper or other list of papers that the paper cites could contain other relevant papers I'm looking for.
I believe that Google paper search has this function, when you click "cited X times", it shows other papers that cited the paper. It'd be nice to have that function at one point.
