Make vcstools into a package #110

The more pythonic way to install our software is to have everything we run on the command line in scripts and everything we import in an vcstools package

We should also install out data files in the same way as mwa_pb does it (https://github.com/MWATelescope/mwa_pb/blob/master/mwa_pb/config.py) so we don't have to set environment variables
