I'm completely slammed for the next week or two, but I'm hoping to get back to RM-Tools stuff after that (close some issues/pull requests, then work on the paper). Will look at this then.

I think this all looks good, so I'll merge it in. I think I know why some of the tests are failing, so I'll deploy a fix to that after the merge -- it's a combination of issues with newer numpy versions and bad test design on my part.
