Administrator can delete a user's files

Is your feature request related to a problem? Please describe. The administrators might need to delete corrupted files from the system.

Describe the solution you'd like

1. Administrator logs into Easyshare.
2. Administrator accesses the Easyshare admin tab.
3. Administrator searches for a specific user.
4. Administrator deletes file and optionally specifies reason 4a. Users receive an email indicating that their files have been deleted with reason 4b. No notification is sent to the users.
