Build out each of the steps to provide specific guidance for contributors. Information regarding specific items such as version numbering, ID namespaces for new content, performing validations using the provided scripts, etc.

This sounds great. I think we need some consensus on https://github.com/CISecurity/OVALRepo/issues/34 before doing this, right?
