Add details on the Contributing page regarding the checks OVAL content and metadata must pass in order to be accepted.
We should also add information about metadata regarding platform and product tags, mentioning that it's recommended that existing tags are repeated rather than new tags be added (e.g. use "Microsoft Windows 10" instead of "Windows 10" because Microsoft Windows 10 is already used).
