As an admin, I want to be able to Comment/reply on incoming task requests #6

On the task request page an admin should be able to reply to the requests. Ideally it would allow multiple replies from either side in case clarification is needed. Much like Zenhub, there should be an option to reply, and an option to consider the task closed with a comment. (If whoever is working on this thinks that these should be split into two tasks feel free to tag me)
