As a user I want to be able to send a task request to other committee members. #3

This was ranked 2nd in importance from our focus test. The user should be able to send a message with a request to fellow committee members. Ideally the users should be able to reply to each other in case clarification is needed. (Think like posts and replies on Facebook)
