Generic Mod Config Menu support

Description

Added support for spacechase0.GenericModConfigMenu for both CJBCheatsMenu and CJBItemSpawner

• created i18n values for the menu (everything execpt english is TODOs)

• followed the readme in the github repo

  • added the Generic Mod Config Menu API Interface to the Common directory
  • added OnGameLaunched to the ModEntry
  • registered api and added config options based on the CJB Readmes

• I've tested all the changes in Stardew (SMAPI 4.0.4, Stardew 1.6.3) and everything functions as expected.

  • CJBCheats settings can only be updated in Title only since it wasn't reflecting changed in its own controls tab when changing it through GMCM in game
  • CJBItemSpawner was working in title and in game

• This is my first PR for a stardew mod, please give any suggestions or feedback 🙏

  • I'm trying to consolidate the keybindings for all the mods I use, and these weren't present in GMCM.
  • I also wan't sure if I should mess with the version numbers/patch notes in my PR, let me know if you want me to increment the patch number (1.35.2 and 2.3.4 respectively) in my PR or if that's something you will manage

Merged into develop for the upcoming CJB Cheats Menu 1.36.0 and CJB Item Spawner 2.4.0, with a few changes (e.g. they now work in-game too). Thanks for the help!

I appreciate the updates/review! I just started working on my own mods, so seeing what the GOAT modified in my code is extremely helpful 💯
