No content is rendered when javascript disabled or not loaded #134

The following url is a blank page on Firefox or Safari when Javascript is disabled: https://github.com/CJSCommonPlatform/govuk_single_page_pdk

The service manual says to meet the Digital Service Standard:

You must build your service using progressive enhancement

Make any new web page or feature usable from the start with only HTML

Be aware there are many situations when Javascript can fail to load or are filtered
