Interlopers can't declare kingdom holy wars against involved rulers in the TH struggle #1187

I had mistakenly though the old holy war bug was fixed and that the problem was Kharadune itself. In reality it was that it was still bugged specifically for kingdom holy wars for interlopers specifically.
