Deploy a dev version of the tool harvester in the CLARIAH infrastructure (KNAW HuC)

Regarding URL (#82) I'd like to use tools.clariah.nl for this (and whatever dev prefix we use for the dev version), it will serve both the harvester and the tool store.

A first development version of the tool discovery pipeline is now deployed at https://tools.dev.clariah.nl/ . It stores, shows and makes queryable the software metadata that has been gathered and recombined from heterogeneous sources. It offers:

• The harvester (will run periodically, once every night) -- see #33
• The tool store, this is a simple in memory triple store -- see #34
  • It offers a SPARQL endpoint, with a YASGUI interface for that endpoint
  • It offers a simple interface for end-users so it's easier to gain some insight into the data -- see #99
  • It supports JSON-LD and turtle serialisation through content negotiation (or simply add .json or .ttl to the URL)

Note that this is by definition a work in progress, do not pay too much attention to errors in the content/visualisation. Most data has been automatically gathered without any human curation step.

It's deployed as a (single) container in the kubernetes cluster at KNAW HuC.
