Currently the scheme generates NULL observations such as https://iisg.amsterdam/hdng/observation/AAGTEKERKE_
Due to rows with a municipality but no year because the SANR prefix has no years (Schoolarrondissementsnummer). The SANR is assigned to hdng:gemeente, but the above URI is still created because the aboutURL is {GEMEENTE}_{YEAR}. Can this be fixed in the json?
