  • change description in "submission" tab - add self reporting section
  • add visual indicator about self-reported vs run by us result
  • enable dataset description not from gh only

Ad 1,2 will be handled by separate issue: #300 Ad 3: There was issue with auto-downloading description from HF therefore separate repository https://github.com/CLARIN-PL/lepiszcze-datatasets-descriptions was used.
