Make the URLs readable #40

Need to change the urls where all there is an ID to that of the name of the resource

Revise syntax of url to have lower case only and have language indication including for english. Syntax could be -

Example: AS IS: https://staging-clixoer.tiss.edu/cool/oer/GeoGebra-Hindi TO BE: https://staging-clixoer.tiss.edu/cool/oer/geogebra-hindi

AS IS: https://staging-clixoer.tiss.edu/cool/oer/Arvindguptatoys TO BE: https://staging-clixoer.tiss.edu/cool/oer/arvind-gupta-toys-english
