Export does not show Download latest for all instruments #226

I added us4 from USoc XML importer in January. In the Actions in the export page it still shows Export (which doesn't do anything) rather that Download latest. I made a small update to the instrument on 16th Feb, to see if this would trigger the export of this, but Download latest is still not available.

At the moment the work around is to refresh the page.

This is unrelated to the refresh, but appears to be an issue for instruments that have been copied over or imported e.g. no download is available for alspac_99_mams_test or us4, even though they have been edited.

I think this is now working. The in/out worker must be on and the Export button will create a new export which can then be downloaded in download latest.
