REACT: Code lists, Response Domains and Question pages panel views #599

When you click on a specific question item, code list or response domain in the left hand panel, if it is past the point of the display of the right panel you have to scroll back up to the top to see the specific question item, code list or response domain.

This will be very time-consuming when checking each item and having to keep scrolling to the top each time. In the current Archivist when you select an off-screen item, it keeps that item in view in the list on the left and it also displays the full item on the left- both are visible at the same time.

For example if you compare searching for 'cs_qYYS23' in the react version https://closer-archivist-staging.herokuapp.com/instruments/ns_04_w1/build/code_lists/ and the current version https://closer-archivist.herokuapp.com/instruments/2058/build/code_lists/82781

I think there is something wrong with the db connection?- as there arn't any instruments? When I go direct to an instrument it is also empty.

I am now able to test this. It it still behaving the same as described above.

@HayleyMills I've tried a variety of ways and I just cannot get it to scroll to the top of the page. I think we're going to have to remove this priority level.

This is now working for most of the items in the left hand list, it is only an issue for those at the bottom of a long list.
