Implement the application code for the intermediate stop models

Error in the current set up in the arrival time and intermediate stop/retiming steps due to needing corrected time of day coding in the skims to match with the time period definitions. When we have the new 8 time period skims being processed correctly and the variable naming for TOD matches, this will be resolved.

Closing, step works correctly following modifications
