CSVM Intermediate stop models: testing #28

Testing checks of this step are to ensure that the number of intermediate stops is reasonably consistent with the observed data in terms of number of intermediate stops per tour and that the average deviation for stop location is reasoable in comparison with the average deviation in the observed data More detailed calibration will be required beyond these initial checks (e.g., calibrating by tour length and the land use of the TAZs chosen for stop locations).

This ran okay with the updates to the specification and edited application code

Closing at testing suggests working correctly with new specifications and complete set of base year inputs
