Employment control data and employment categories -- changes to simpler N2 throughout #55

Newest version of the base year employment controls use combined manufacturing (31-33), retail (44-45), and transportation/warehousing (48-49) groups, like the future year. Need to distinguish clearly between full NAICS2 and the employment categories, confusing at the moment and output from base firm synthesis is incorrect

Completed now, including improvement to handling number of establishments. Total establishments in base year is 291,544 and employment is 4940712 which matches control total
