Target development code based on the CFS 2017 PUF and the FAF v5.1. Add processing code to summarize the data into mode choice, shipment size, shipment length distributions etc.

See email to Craig/Nick/Aaron re CFS and FAF data zip file for download from sharepoint: "Link to the raw data used for target development. These are large files and I won't be adding them to GitHub. To reproduce the calibration targets this zip needs to be un zipped and the cfs and faf folders copied into ./dev/Calibration/"

Structure should look like

./dev/Calibration/cfs/
./dev/Calibration/faf/

Need to add the final summary list of tables output by the script and loaded by the calibration code
