Update the firm synthesis inputs and code to work at a TAZ level instead of MZ level within CMAP region

Model design questions/summary questions: need to retain MZ and Zone 17 coding for summary purposes. Control to TAZ level employment but national skims will remain at MZ level of detail.

Need to ensure consistent use of field naming in the code to identify what is a TAZ and what is an MZ (in addition to the FAF zones and combined MZ-FAF numbering). Check in code and in input files

Implementation of TAZ in CMAP 21 counties done, with FAF zone for rest of the country.
