Some changes made in SEMCOG/Portland/national freight models, and pending in national freight model to improve model installation, initialization, and logging. Move these in here.

rFreight version is now up to date, 0.1-30 version

Need to update the global variables scripts, package list, and and the model initialization, remove scripts like omx.r that are not now incorporated in rFreight

Left to do:

Update the global variables scripts (remove depracted etc)
Update package list.
Test clean install initialization

set up, batch, global scripts all consistent with the CSVM.
