Firm Synthesis: CBP processing -- issues with censoring

Need to resolve changes in NAICS first on this one to avoid dropped records between NAICS (census) and NAICS IO codes

Document the work done on CBP and tagging with BEA IO NAICS. Produce an output by TAZ in the detailed zone system

• after scaling, and upload for review.

Questions for discussion:

• What can the data be validated against? Particularly important are large employers/zones with large quantities of freight intensive employment -- to check the specific industry codes (6 digit) of the business allocated and whether that is reasonable in comparison to the actual business located in that zone
• Criteria and/or approach for replacing firm if incorrect detailed NAICS?

Approach used in the CSVM is implemented to reduce censoring of establishments. Still need to check the number of firms by detailed NAICS categories to identify any gaps

Completed as far as now consistent between the CSVM and freight model. Controls and outputs include public admin establishments for all areas.
