Update code base for consistency with CSVM new implementation of the firm synthesis which includes dealing with censoring in the CBP, adding public employment, refined functioning at a TAZ level, improved approach to scaling in base year to employment targets and then growing base year to future/alternative land use, and also with maintaining consistency for firms between scenarios where possible to reduce any simulation induced differences.

Ned to compare CMAP region output firm list between two models, should be identical

results are now identical between the two implementations of the firm synthesis models, although some differences in output field names (e.g., CBPZONE instead of CountyFIPS) and extra fields in freight model output such as commodity produced, IO code, model region flag.
