Calibration: calibration framework #9

Add generalized calibration set up for full model system. Some is already in rFreight package, more will be rFreight 31, and then rest is in project specific scripts.

Need to move in the scripts with modifications from the national freight model calibration effort, along with the calibration target summaries derived from FAF and other sources
