Update the instrument model CHLATs for the Chile reconfiguration. Add a 20 GHz (CHLAT_ULF) band to the CHLATs, add 4 CHLAT_ULF optics tubes, remove 4 CHLAT_MF optics tubes, rotate the on-sky projection of the focal plane by 45 degrees to account for co-rotator offset, and update the optics tube mapping.
