Added classes for adding and editing tags. I believe that we will be integrating these two fragments with Josh's tag manager fragment as well as Ben's edit item fragment. Test cases are not yet included since they require a base activity which does not yet seem to be implemented for now.

Closed to work on some additional parts for integration, will reopen most likely tomorrow.
