As an organizer I want to be able to draw a replacement applicant from the pooling system when a previously selected applicant cancels or rejects the invitation
Acceptance Criteria
When a spot opens in the event in the case of canceled invitation, the option to draw replacement should appear.
Functionality:
When the draw replacement is chosen, a new entrant must be chosen from the previously not selected people in the waiting list.
The system should also show an option to send notification similar to US 02.05.01 to the new entrant to register for the event.
