As an entrant I want another chance to be chosen from the waiting list if a selected user declines an invitation to sign up.

Acceptance Criteria

• The system should automatically select a new entrant from the waiting list if a previously chosen user declines the invitation.

• Functionality

  • The app should check if a selected user has declined the invitation or failed to respond within a specified timeframe.
