As an entrant I want to receive notification of not chosen on the app (when I "lose" the lottery)
Acceptance Criteria
The system should send a notification to the entrant's device when they are not chosen from the waiting list.
Functionality
The notification should include a message informing the entrant that they were not selected and provide any additional relevant information, such as encouragement to try again in the future.
