Waitlists and notification fixes

fixes:

• notification on android system brings user to notification page
• organizer cannot send notifications to accepted
• entrants cannot join an event waitlist that is already full
• entrant can view events that they are: a) waitlisted in, b) chosen by lottery, c) accepted invitation
