As an administrator I want to remove facilities that violate app policy

Acceptance Criteria:

An admin can go to the user's profile and delete their facility if they have one
A confirm delete dialog is opened so a facility is not deleted by accident
This will also delete all events being hosted at that facility/by that organizer
