Change where comments are displayed #19

Currently, approver comments are displayed in ClaimListActivity in the claims listview. I think "view comments" should be an option when a claim in the list is clicked on and if there are comments they are displayed there, an alert dialog showing them would probably work, along with the approver name.

Clark added the option in the alert dialog menu and I got rid of the old text view code. Fixed
