US 01.01.01 - Publish Experiment

As an owner, I want to publish an experiment with a description, a region, and a minimum number of trials.

Rationale / Functionality:

1. User chooses to publish experiment
2. User is assigned to be the owner and must fill in the description, region, and minimum number of trial fields
3. Also to be considered: geolocation required, experiment trial type, etc.
4. Upon filling in these fields, the experiment becomes active

Initial Associated GitHub Tasks:

• Create global experiment tracker
• User indication to create a new experiment (button, etc.)
• Fragment for new experiment; form must include necessary fields
• Experiment object creation and updating of viewable experiments, etc.
