SoA format of ECOND information #116

Please check the format of SoA I purpose for saving ECON-D information @hqucms @pfs

Hi @yulunmiao this looks good to me. I think we have the complete information in the SoA and the ability to trace back in the RawData when the problem occurred from the location. thanks a lot

Hi, @pfs @hqucms, this PR adds back the quality check for ECON-D, and unpacks ECON-D information for every ECON-D. For exception handling I would suggest wait until the ESProducer for the header marker information is ready.
