Add TOA DAC threshold setting #11

In analogy to the TOT DAC threshold, adding the TOA DAC threshold into the code and default config (default threshold being 270 DAC units).

To be tested before merging.

I've resolved the conflict in the default config, and let for now the shapingTime: 35. To be checked with Arnaud tomorrow if that is correct.
