Refactor CI workflow to run tests for destination landing page only

Updated test.yml to isolate tests to the destination landing page functionality, reducing CI runtime.
Specified path to test/test_destination.py::test_landing_page in the workflow file to target relevant functionality.
Added debugging steps to ensure server setup and database initialization are configured before running isolated tests.
