Enable RunIISummer20UL16wmLHENanoGENpruned and add secondaries for HINPbPbAutumn18GS, RunIIAutumn18DR, RunIISpring21UL[16|17]FSwmLHEGSDR #1208

  1. Enable RunIISummer20UL16wmLHENanoGENpruned as its pilot is successful [1]
  2. Add a secondary for HINPbPbAutumn18GS [2], RunIIAutumn18DR [3][4], RunIISpring21UL[16|17]FSwmLHEGSDR [5][6]
  3. Remove a specific site from their siteblacklist as the site is identical to the PU location
    • PU location of RunIIAutumn18DR : T2_US_Caltech <-- blacklisted in RunIIFall18GS [7]
    • PU location of RunIISpring21UL[16|17]FSwmLHEGSDR : T2_CH_CERN <-- blacklisted in their campaign [8]
