Server hardening #101

Multiple users have put some extra stress on the server, so I mostly want to make it sturdier

Locking for sklearn clustering operations
Separate locks for users trying to concurrently access session database
Removed sqlite3 where not useful
Configurable cache refreshing so that workflows entering with zero errors eventually get rechecked

@prozober This has a few big changes that should keep things from crashing when you and Sharad access at the same time, and when you open lots of tabs. I tried to test things, but let me know if something goes wrong!
