What it does

Updates the landing page with more meaningful navbar
Starts linking to urls

What it doesn't do Provide clean frontend for runs / lumisections / histograms pages [will be part of another frontend refactoring PR]

Not done in this PR because going further in frontend refactoring requires to first update url patterns and create some more views.

For some reason, after logging in the links in the navbar disappear??

It's not a bug, it's a feature... It should actually be the other way around meaning that the navbar items should only appear when logged while only Home and Login would appear when not logged. The logic was inverted for now just to be able to prototype. Sorry about that.
