Commission DQM tools for 2024 #21

Setup all the needed tools for DQM operations for 2024 in the new vm - vocms065 (the directories on this should be a mirror of vocms066).

[x] Mounting eos
[x] Cosmic Counter
[x] DCS trend
[x] HDQM
[x] Token renewal script for eos-read/write --> Not needed
[x] TkMaps (now 13_3_2) --> Will prepare a PR, then move to 14_0_1
