What steps are needed to make it a reality?

[x] Schedule a call between CMS/SO and the FFRDC team for:
CMS update/intel on the state’s situation on the ground for their MES and the business area(s) that CMS thinks the state might want to execute on under this OBP, and any other CMS concerns and insights prior to holding the planning call with the state.
FFRDC describes the materials/discussion intended for the planning call with the state.
