Develop framework for detailed SO technical assistance workplan

There is a larger, macro level, rollout plan for the CIB and related guidance. A more detailed micro level technical assistance plan for TA will help the orange team and others on the collaboration team help to plan, develop, and rollout technical assistance activities (e.g., lunch and learn sessions), materials (e.g., training decks), and other tools and job aids (e.g., scripts or checklists)

Sam and I checked in on this. At this time CMS/engagement team is focused on the SO TA workplan. We would like MITRE to focus more on the content itself. MITRE = what, CMS = when and how. That's the formula that's driving our process. Happy to discuss. Thanks!
