Create and Review SMC Testing Content

Brief description of the task

We decided that the Health Rubric is not going to be a "collection" type thing that captures the nitty-gritty of testing guidance. The Health Rubric is purely a tool for state officers to help gain insight into various MES project health. However, CMS does need to collect some type of information regarding testing as it pertains to the testing CIB. This task is focused on determining what high-level data gathering expectations will be included in the testing CIB.

What steps are needed to make it a reality?

• [x] #80 is splitting our the CIB into SMC and testing. Need to split CIB before we can add to the testing CIB.
• [ ] Assess what testing data will be collected as part of the CIB, and what we will simply signal as a best practice. 18F, MPR, MITRE collaboration point
• [ ] Write that down in the CIB - MITRE to write
• [ ] CMS to review

This is a follow on issue to #80

What steps are needed to make it a reality?

• [ ] Assess the content that is removed from SMC-CIB and drafted into Testing-CIB this is the "how states conduct their testing" guidance @MPR @MITRE, @18F

• [ ] Review and approve the new Testing-CIB @egabriyel & @NAretakis
